Article 1 In order to safeguard the school's lawful independent running and management, and to build a modern university system, this Charter is formulated in accordance with the following laws and regulations, in combination with the actual situation of the school: the Education Law of the People's Republic of China, the Higher Education Law of the People's Republic of China, the Vocational Education Law of the People's Republic of China, the Teacher Law of the People's Republic of China, the Interim Measures for the Formulation of University Charters, the Regulations on the Work of Grassroots Organizations of the Communist Party of China in Ordinary Higher Education Institutions, the Implementation Opinions on Adhering to and Improving the Principal Responsibility System under the Leadership of the Party Committee in Ordinary Higher Education Institutions, and the Regulations on the Academic Committee of Higher Education Institutions.
Article 2 The name of the school is Leshan Vocational and Technical College, with the English name being Leshan Vocational and Technical College.
Article 3 The registered address of the school is No. 1336, Middle Section of Qingjiang Road, Shizhong District, Leshan City, Sichuan Province. With the approval of the sponsor, the school may establish and adjust campuses and addresses as needed.
Article 4 The school is a non-profit public institution, with independent legal person status, and enjoys the corresponding rights and fulfills the corresponding obligations in accordance with the law. The President of the school is the legal representative of the school.
Article 5 The school adheres to the leadership of the Communist Party of China, upholds the socialist direction of running the school, implements the national education policy, insists on cultivating virtue and nurturing talents, and integrating moral education with technical skills. It also insists on integrating industry and education, and cooperation between schools and enterprises, facing the market and promoting employment and entrepreneurship, facing practice and strengthening capabilities, and facing everyone with tailored education. The school promotes the core socialist values and cultivates high-quality technical and skilled talents.
Article 6 The school is sponsored by the People's Government of Leshan City, and the educational administrative department of the People's Government of Sichuan Province shall implement educational administrative management in accordance with the law.
Article 7 The initial capital of the school is 85 million yuan.
Article 8 In accordance with the law, the sponsor of the school shall manage and supervise the school's running behavior, assess the school's educational level and quality, appoint and dismiss the school's principal and other personnel who must be appointed by the sponsor according to the cadre management authority, and decide on the division, merger, termination, and changes of the school.
Article 9 In accordance with national regulations, the sponsor of the school shall determine the school's management system. The sponsor of the school shall provide the school with funding, conditions, and policy support for running the school. The sponsor shall provide support in accordance with the law in areas such as the school's enrollment, school-enterprise cooperation, team building, training base construction, and graduate employment. The sponsor shall safeguard the school's legitimate rights and interests, implement the school's autonomy in running the school, and support the school in governing according to the law, managing democratically, and developing scientifically.
